This 5 day course is the product of years of “hands-on” experience successfully confronting the threats of terrorism and crime to large events and other venues.  The course teaches participants various methods for creating and implementing security measures and response capabilities to counter the threat of suicide bombing and related terrorist attacks to major events, large venues, and high profile targets to include critical infrastructure.

As the security planning component to the ATF’s SBI programs, this training is uniquely designed to equip participants with simple, effective, and cost-efficient operational security tools.  It concentrates on teaching students physical skills and real-life tactics as opposed to theoretical guidelines relating to risk assessments.

The training is meant to accomplish one of two objectives: to complement and improve an existing security and crisis response plan, or to develop and implement a new one.   In either case, the emphasis remains on the “human factor” as the primary solution, with technological tools playing a secondary role.

The course will guide participants through a systematic method of gathering crucial information, processing intelligence, analyzing requirements, assessing various risks and vulnerabilities, and identifying the disposable resources at hand.  It will then define the required operational security measures and their proper deployment thereby maximizing the effectiveness of a security force in detecting, deterring, and confronting terrorist attacks.  At its final stage, the training will provide participants with a step-by-step process for combining the information into an efficient and organized plan and establishing “Operational Orders.”
